Any of them. Corporations are sucking huge amounts of money from government departments. There is more incentives for them to do things than the government sometimes.

But which forces are you referring to that are using private contractors in camera vans specifically? Genuine question, because I wasn't aware of it and would be curious to see if it's the usual businesses involved.
More than 1 pence would be way too much afaic
and do they even get a bonus for how many they catch ? I noticed they are rarely out early in the day as traffic volumes are not high enough but any sunny day or mid afternoon they seem to love sitting in certain stealth places on roads I use 
There was a speed camera van out on my local Dual Carriageway tonight. I went past on the other side of the road about 6:15pm and came back about 8pm and they were still there. If they have a decent union or contract they'll be getting extra for a Sunday too. Didn't seem to be many going too fast though, most know where to look!
but how stealthy are they allowed to be - Cambridgeshire they all seem to be (unfortunately/less-productively) marked , and ,close up, there's a lens hanging out the back;

If there are forces doing this, they're very much a minority. Most are operated by internal police staff.
Sneaky mobile speed camera van this morning before 8am 
...M40 gantry in very heavy rain impossible to see due to all the spray until about 100 yards away...was doing 72-73mph at the time gently braked down to 66-68 mph do not think I will get a NIP but some others were going way faster even though heavy rain & lots of spray! Just surprised they want to park it there in such heavy rain................. that's a little dangerous as drivers who spot it brake heavily in unison

Others will disagree but imo that shows its about money not safety, as you're right even people that are below the limit seem to break when they see a camera.Sneaky mobile speed camera van this morning before 8am

no way its a good idea in such heavy rain with so much spray to park it there anyone seeing that last minute doing over 70 is going to brake hard. I just feathered the throttle gently braked down to 66-68mph unlikely I get a NIP unless they parked it there to argue its to catch dangerous drivers in the wet yet it seems to be ok for them to make them dangerous drivers by parking it there in the first place 
If I do get a NIP from this I am going to hire a specialist barrister go to magistrates court had enough of these tactics no wonder drivers remove their front number plates
In heavy rain with puddles and surface water no one should be doing 70 either IMO.For sure its about money

Why would you get a NIP? If you were doing 73 according to your speedo you'll have been doing about 70 in reality, and you've then braked to below the speed limit for some reason which will then set off a chain reaction of people behind you also braking in reaction to your brake lights.
I was doing 73 when I saw the camera van. I did not break until I went under the walkway so if they want to take another snapshot with their camera I was down to about 66-68mph. No-one behind me at the time for a few hundred yards so if when I braked gently would not affect anyone behind me but I am just making the point if traffic is close together & its raining heavily not a great idea to stick a mobile camera van on the walkway which you cannot see until very close to it
as many drivers would react by slamming on the brakes.......
