If he just stood still then it isnt a foul. Its a foul because he moves into his path.

If you are in an offside position then yes, you need to make sure you don't interfere. You can't just stand in front of the keeper offside, get in his way and then say "I didn't move".
Its soft as hell but stupid standing there and blocking him. He didn't need to do it.
