OP, as it’s a shelf with books, it very much goes into the heavy category.
Normal Plugs are not designed for plasterboard, please never use them. The general rule is that if a product comes with wall fixings then bin them as they’ll be rubbish.
As a minimum use a hybrid plug like Fisher Duo Power or others similar plugs designed for plasterboard
But for a heavy shelf, you need to use proper hollow wall anchors and you also need to use the setting tool for a good fixing.

There are other options like grip it’s, snap toggles and spring toggles but I’d go with the above.
I don't suppose you know if these plugs would work if there are 2 layers of plasterboard do you? We will have a second layer of plasterboard "dot-and-dabbed" over an existing layer, which is has a horrendous 70s style hard plaster-cement texture finish "Crépi". So, with 2 layers of plasterboard, would the plugs still function properly?
