Struggling with shelve and plasterboard

I'll recommend the Fischers too, I put our kitchen wall units up with those in our old place and whenever I drive past I can see they are still firmly attched to the wall! The main thing is 'setting' them without the tool or something to stop them turning whilst first tightening them they just spin and wreck the hole.
 
OP, as it’s a shelf with books, it very much goes into the heavy category.

Normal Plugs are not designed for plasterboard, please never use them. The general rule is that if a product comes with wall fixings then bin them as they’ll be rubbish.

As a minimum use a hybrid plug like Fisher Duo Power or others similar plugs designed for plasterboard

But for a heavy shelf, you need to use proper hollow wall anchors and you also need to use the setting tool for a good fixing.

There are other options like grip it’s, snap toggles and spring toggles but I’d go with the above.
 
I like the Fisher Duo Power and the hollow wall anchors linked above.

I've had a high percentage of the self drill fittings fail, even for moderate loads like curtains or radiators. I don't like the metal ones at all because if you hit a wire or pipe you're in big trouble.

I don't suppose you know if these plugs would work if there are 2 layers of plasterboard do you? We will have a second layer of plasterboard "dot-and-dabbed" over an existing layer, which is has a horrendous 70s style hard plaster-cement texture finish "Crépi". So, with 2 layers of plasterboard, would the plugs still function properly?

Can confirm they are fine for 2 layers.
 
We've got dot dab plasterboard everywhere and have used Corefix for everything with a reasonable weight so far.
Just go straight through to the brickwork if that's what's there.

You can get longer ones, I bought the metal ones and a setting tool from snazon as they're not too expensive.
