They're actually manufactured in the UK by Thales in Belfast, it's a joint venture with Sweden based on previous Swedish designs but it's the UK supplying a product manufactured and purchased in the UK.

I strongly doubt this would be going on if Trump was still running the show. Hell if it hadn't been for Covid delaying things then Russia's build up against Ukraine would probably have been started as soon as Biden took office.

Though not everything can be moved easily, assets for mega-rich tend not to be all in cash or necessarily particularly liquid... he did, of course, move his yacht out of Germany a few days ago.
