Aren’t they (BMW main dealers) meant to do them and provide the report when requested? I’m sure they provided one when I bought used approved.
Total Car Check app on your phone will give you a quick vehicle check of whether there is outstanding finance etc.
If you want an actual HPI Check (with the £30k HPI Guarantee) then you'd need to use the actual https://hpicheck.com/ website for £19.99
As above though, an actual dealership should have no problems in showing you the HPI Check they have done (although obviously you aren't covered for any financial loss through it)

I couldn't say I know all the legalities etc, but when you are dealing with a proper BMW dealer, I think you can be pretty sure they won't be selling a car with finance on it. An HPI check is more necessary when it's a private sale and whoever is selling it could "disappear". The BMW dealer will have checked for finance before taking on the car. If there was a problem, it would be easy to take it up with them.
