Why doesnt he just "annex" the whole country, give the Ukrainian military a leave or surrender ultimatum, and threaten to nuke them because they are on "Russian territory."

Does he think he is fooling anyone with these disingenuous formalities?
For a couple of reasons.

A) He knows the west and Ukraine will think he's bluffing. After all he's threatened us before for continuing to supply weapons to Ukraine and not followed through.

B) It makes look weak and desperate. With countries typically run by dictators image is everything. If Russia does start to get pushed out of territory it's conquered so far at Putin will likely say Russia lost because of NATO/western interference.
 
Ukraine says it's happy to test new developmental weapons for free against the Russians; asks western arms manufacturers to send their experimental new weapons and they will test it for free in the battlefield field.

The defence minister is also asking for more HIMARS launchers and rockets, he says they are great at stabilising the front lines and with 15 operating they would be enough to hold the Russians at bay on the various front lines but they need a 100 operating to properly support a major counter offensive. They also continue to ask for atacms, noting that the Russians have now moved their supply lines further back and atacms rockets would make it difficult for the Russians to keep supplies over the borders

Hungary has finally started to soften and they have announced they will allow weapons from other countries to transit through it's territory

Levente Magyar, Hungary’s Deputy Minister of Foreign Affairs, said on Tuesday, during his visit to Lviv, that Budapest is ready to allow all aid provided by other countries to Ukraine, including military aid, to pass through its territory .

This is reported by "European Pravda", referring to the press service of the Lviv City Council.

"Unlike many Western partners, we have experienced for ourselves what it is like to confront this huge Eastern state. At the same time, Hungary itself will not supply weapons — this is our strategic position. However, third countries can use our territory," Magyar assured.

US would need some assurances that they're not going to use them to attack Russian territory... though even then I guess supplying them to attack long-range targets within occupied Ukrainian territory and frees up the remaining supply of Ukrainian Tochka missiles for use within Russian territory.

Tbh this whole 'not to be used on Russian territory' will get canned sooner rather then later. The moment Ukraine gets these long range missiles Russia will move it's ammo to the Russian boarder to keep it safe, the assurance IMO should be not to be used on target housing civilians or to used as a vengeance weapon.

This was recognised the moment war broke out, is he prodding the dimmer manufacturers who haven't got the message yet.

(Lavrov's implied threat here is clearly about trying to limit Ukraine's access to long range weapons which are troubling Russia - because they'd have to take most of the country if Ukraine had the 300+km variants of the rockets used by HIMARS, etc.)

IMO Putin's recent visits, etc. haven't been about the immediate agreements like drones but sounding out their partner's position - if they are willing to stick with Russia politically and economically, even if not militarily then Putin will be encouraged to continue to push, if they are/were generally getting cold feet I think Putin would be more likely to wind things down at the Donbas.

They've threatened this a few times warning any attack in Russia will result in dire ramifications. Problem is Ukraine has already carried out a number of operations inside Russian territory and Russia hasn't carried out on its threat.
