In short, they do indeed talk to the road layers even though they drive the buses, they are the only ones that can.

What does ODRI stand for? Can’t find much about it online.

Openreach Data Integrity. Though this issue doesn't sound like a database problem if the situation is how it's been stated:
  • FTTP network deployed to village
  • New homes built
  • All new homes showing as unavailable for FTTP
