I built a PC 2 years ago but couldn't get a GPU so brought a 980ti of a friend until the GPU when back to normal prices I mostly play COD: Warzone I was going to get 3080 but should I just wait till 4000 or is it a waste?

I'm pretty much in the same position as you, and I'm waiting. It's not as if all the 30 series cards are going to suddenly disappear, so might as well wait and see what affect the 40 series has on any purchase.
 
Flip a coin.

Wait… play the market and see if Nvidia will release an available GPU for you to purchase.

Or, find a GPU that is under retail price and enjoy.
 
I'd wait until Nvidia and AMD launch. At the very worst you might get a cheaper 3000-series. I wouldn't wait for Intel to do anything, you might be in a for a long wait :D
 
4080 is going to be 2grand or so cos Nvidia think the only people who PC game are millionaires
I'd say the opposite. The fact they're struggling to shift cards to gamers and having to drop prices is a pretty clear indication that gamers are a lot more price sensitive.

Some gamers are willing to pay whatever to get the latests and greatest but i suspect the majority, while miffed at having to wait, are willing to wait for prices to fall.

They might just put that down to 2 new generations of cards coming out soon so people would rather wait for them
 
If people are willing to wait for them then the logic follows that they'd be willing to wait for prices to fall or even a generation after that.

Most gamers have nothing to lose by waiting, a better graphics card is a nice to have not a must have like it is for miners/professionals/people who depend on graphics cards to earn money.

According to a number of sources - it will just be the 4090 this year and then the other variants next year.

hoping its like 3080 so £650-800 i would say is my budget

from sources it'll be next year as long as you can wait mate,only 4090s this year at i reckon 2000 pounds because nvidia could still have the 3090s as still viable to sell continuing at 1200 or so. if you're wanting 3080 speed then get 3080 now , can get 3080ti for 800 pounds now which from what ive read is close to 3090 speed. The 4070s if they do the same as 3 series will come out a month later , the 4080s i can see them 1000 pounds plus.

i presume they'll be a influx of second hand 3 series cards for those that want a 4090......
