I recently bought the 3070Ti second hand it was running hot despite my fan curve being very aggressive the core would reach 83C and the hotspot 106C, I believe the 3070Ti is hard locked to 83C, so it must've been thermal throttling. I carefully cracked the card open today and the thermal paste was like chalk, it was so dry it just flaked off, I cleaned it all up and reapplied Hydronaut then fired it up.
For the same fan curve my temps are now 71C on the core and the hotspot reached 84C, am guessing the card had been mined heavily, but I got it for a good price. Am glad it was a pretty painless procedure with only 8 screws needing to be removed, hopefully that will see it through another couple of years of normal usage.
