That would be seen as going beyond defending and retaking their sovereign territory.
What Ukraine should have is the equipment to turn any uninvited object in their airspace into flaming scrap.
They should, and to be honest they are getting closer and closer to that point. There is clearly a vast difference in the effectiveness of Russian missiles now compared to at the start of the invasion.
The next step up is to say these are a problem now that simply air defence cannot counter as well as we would like. We have to enable pre-emptive levels of strike from within Ukraine.
A bit like the UK would pound the crap out of anything they could find that looked like potential Vbomb enablement during WW2. Ukraine would need to be able to try to do the same to known launch enabling places of missiles.
(IE storage, manufacture etc, not simply launch sites) That would require a step up in level of capability for them right now.
