He’s still just tracking a plane. Even more so, he’s just guessing that it might belong to someone in particular, he doesn’t even know if it’s Elon’s, let alone if he’s on board.
There is no distinction - you still have to go looking for it on Twitter in the same way you’d have to go looking for it on Flightradar24. No-one is sitting in your living room with a loudspeaker telling you things that are happening.
The information is there, in the public domain, for you to search for if you want it.

I woh't say what I was about to, but there is a difference between claiming that someone driving X car tried to kidnap or kill your kid, and the transponder code of an aircraft that is legally obliged to be broadcast and won't actually lead you to someone's home address (not many people park their private jet outside their house).The licence plate is in the public domain, that's allowable apparently
