Installed 4090 - Same FPS as previous 3080?

When I swapped a 3090 for a 4090, I still had global Vsync on in the Nvidia control panel settings (for best G-sync results)

I forgot to turn it off when benchmarking Forza 5 and it was limiting me to 120 fps at 4k (because my LG G2 OLED is 120hz)

Could it be that?

Have updated my BIOS but still the same. Cannot get GPU to go over around 50% in Forza 5 and seems to be similar in other DX12 games. Trying cyberpunk it will run to 98% without ray tracing but when i turn on RT the usage goes back down

Have tried DX11 game (Car X drift racing) and get the maximum 165fps at full quality

Currently downloading windows version of forza (usually launch from steam) in desperation to see if that runs any better
 
boot Windows into safe mode, use DDU to remove all Nvidia drivers, reboot, enable Resizable BAR in the BIOS if you want, reinstall the Nvidia game ready drivers

Check your CPU and RAM speeds with something like Ryzen Master, enable PBO boost if you haven't already
 
This is driving me mad now. Reinstalled Forza 5 and can get up to around 110fps but the GPU is only at 60% and CPU around 30% and i don’t understand why it isnt maxing out the 4090.
When i run NFS Unbound i get around 120fps and around 60% GPU usage and when i turn on frame generation i then get 210fps and 98% GPU usage
With MS Flight Sim i cannot get above 40fps - even with frame generation turned on.
The motherboard B550-F is set correctly so the pci express connector is running at full speed so i an stumped!!
 
Having just watched a coupe of YouTube videos, it looks like you should get twice as many fps on a 4090 as a 3080 in Forza Horizon 5 at 4k, rtx on, no dlss.

Sorry I dont have Forza 5 to compare using my 4090.
 
My next check is that its getting enough power. I put in a new corsair 1000hxi psu and made sure there were 4 pci-e cables feeding power but will check they were all seated correctly and also try another connecting cable (fasgear one from amazon).
 
Yes - cores are alternatively at 100% and just a few %


The 5800x can and will bottleneck a 4090, but I wouldn't expect it to be so bad that's it's no faster than a 3090. You are either over selling your issue or your system has some other problem like maybe your gpu is running in x4 mode or your ram is very bad etc or you are simply using a frame limiter and forgot about it. maybe try testing some different games

im slightly bottlenecked with a 5600X paired with a 4080 FE on Forza Horizon 5, im getting 127 FPS 4K Extreme preset without DLSS. Im pretty sure I should be hitting at least 140 FPS.

I don’t see any response to this suggestion? Seems a possibility to me.
 
Quick update - have had a good clean up and reinstall of drivers etc (incl AMD drivers for CPU). I have narrowed the issue down to the Steam version of Forza Horizon 5. I cannot get much about 90FPS on that version but running the native windows version i get around 140fps (both exactly the same graphics settings). I can also now get around 140fps in MSFS using frame generation.
Going to try a bit of overclocking of CPU next to see if that makes a further difference.
