Upgrade Advice for a new gamer

Hey all, my son is inheriting my current pc as I'm getting a new one. He's brand new to pc gaming and I can't really afford a new rig for him as I'm purchasing one for myself and my eldest son. The computer he is getting has an Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz and 32gb of ddr3 ram with a geforce 980. Is it possible to get by with just upgrading the graphics card or will the processor cause too much of a bottleneck? If so do you have any graphics card suggestions? Thanks in advance.

What games are being played and at what resolution?
 
got a microcenter near you? for $1000 you can upgrade entire pc..they have 7700x and 32gb 6000c36 gskill for $342 on offer at mo...get the 6950xt with it and that's $649. that's over budget though, but a 6750xt for $400-$450 and then 200-250 for a mobo and you've pretty much got a new system(the 7600x ddr5 combo was only 16gb ram so the 7700x combo better)
I read or watched something yesterday that amd havibng a promotion for 4 days soon where knocking money of a mobo if bought with cpu and ram..need to double check that
