Antec Vortex 240 AIO loud Pump

Just installed a new Antec Vortex 240 AIO pump and the pump is noticeably loud at 100% speed, 2900rpm. I have turned it down to 60% speed so it's not as noticeable but I thought AIO pumps were meant to be pretty quite or is this the norm? It's not air bubbles but more of a motor whirring etc.
 
Most pumps running at full chat won't be quiet. If it's definitely not something funny like cavitation etc then I wouldn't worry too much about having it down at 50% to keep a reasonable noise level.

Cavitation won’t be an issue with such small pumps.
From all the AIOs I’ve tried over the years, the only two I managed to get rid of the high pitch noise via PWM control was the EK (used elite and basic) and Arctic Freezer II (used 360 and 420).
Corsair, BeQuiet, Lian Li, all presented some form of high pitch which is more annoying than anything in my system.
Most AIOs will present similar noise issues as they use the same supplier for their AIO. Just changing the outer design and adding their own fans. EK and Arctic use their own design.
If the one you have is Asetek based, your best bet is something that doesn’t use Asetek design.
Some people are more sensitive to noise. For most, is fine.
