It was created by a collage. It's the youth of today I'm afraid. Just look at what kids are exposed to in every type of media available to them.

It's no surprise to me that the naked "mermaid" looks like that.

Someone never went to college.
 
For some reason the photo in the first post is actually reminding me more of a number of old paintings, or some old B&W films rather than anime.
I'm also wondering if the students involved had ever done statues before.

Is it a reparation from the fishing industry? Which particular roundabout is graced by this dreadful obelisk? Sir Alfred Gilbert eat your heart out...

A roundabout in Erith town centre, SE London. Known locally as the Morrisons roundabout as a turn off leads straight to a huge Morrisons where I once found an alarmingly short curly hair in a bacon roll.
 
Is it fibreglass? I would suggest it's never seen a mason's mallet, and it looks like the Millennium Dome, a hastily contrived embarrassment to past architects, sculptors and philanthropists.
