I'm in the same dilemma, really want to replace my MSI 1070 Gaming X (which has been brilliant) for Starfield among other things (including a occasional bit of VR). The 4070 seems a good replacement as I don't want to have to upgrade my 650W PSU either really and its low power draw is ideal. The price, for what's really a 60 class GPU and even though I have the money is hard to swallow though...
£569 aint going to break the bank, its a lot easer to swallow then £800 for the 12gb 4070ti and £1100+ 4080.

Your 650W PSU is minimum spec I believe for the 4070 so you should be OK. At the moment I'm favouring the ASUS 4070 Dual OC.
Unless Intel.The 650w should be okay. Quality of Asus motherboards has plumited and their reputation in general is heading south.
I feel a 4070 would be a good logical price point/performance replacement,
Understand that Nvidia have shuffled everything up one name and two price points: the 4070 is actually a -60 class card at an -80 class price

Been put off ASUS recently, seems to be a lot of iffy build quality issues reported, no idea if there's substance in them or not. But I really like the look of the founders card to be honest..
Bet you the 4070 is a lot more and 2x the speed of a 1070, especially at 1440p and with more detail enabled.Still x2 faster than a 1070, if going Nvidia this gen it's either 4060 or the 4070 if not looking to break the bank.
4070 aka 4080 would have been my preferred choice but there is now chance I'm paying over a grand for that so I was happy to sell my 3060ti and put the extra £300 towards the 4070 as a stop gap until 5 Gen Nvidia. Plenty powerful enough for my needs.
