RTX 3080 zero rpm not working

mine is sitting at 28w board power draw, looks like something is using it or profile is set to performance ?

As finners suggested look in the Nvidia control , find performance setting, I ain't on computer to check but it should either be adaptive or balanced
 
Isn’t there a low power mode or something in display/nvidea settings? Currently at work so cannot look for the exact wording.
Nvidia Control Panel - manage 3D settings - global settings - power management mode = normal (not the max performance option)

do this before tearing your card apart please..!!
 
Ok just checked and it was already on normal. Just in case I pressed restore. Now my clock is at 1650 vcore 1068mv and board draw is 100w. Temp is just slowly increasing

Board power draw 96w
GPU chip 16w
MVDDC 63w
That's a lot of power going to the RAM (MVDDC), does it benchmark and play games OK?
Was the card used for mining before?
Was the card bought from someone you know?

Yes benchmarks fine and games fine. Came from a friend so only used for gaming. I’m going to uninstall everything to do with graphics including the drivers and see if that helps it.

If task manager doesn't help (I don't think all versions of task manager show GPU utilisation), I'd have a look at the apps you have minimised (e.g. taskbar), even something innocuous (like a text messenger) can have a video advert that sticks your card in video/3d mode.

Right quick update. I uninstalled everything including the drivers, reinstalled the drivers and finally the fans went off. Fantastic. Checked the board draw and it’s now down to around 27-30. Just ran 3D mark to check performance and it’s perfect, looks like it’s fixed. As soon as the benchmark ended the fans went off again. Thanks to everyone for your help, it’s very much appreciated.
