Is there any decent sites that can benchmark( I think that's the right word) certain setups so you could change components and see what percentage of increase you get.

For example if I took out my processor and upgrade that and changed say the ram it would give me the percentage of performance that upgrade does as I know the 4070 is at least a 138% on the 2060 I have

I use TPU for the graphics card. If you google "card + specs" (e.g. this) and look at that page, it'll give you a percentage increase (subtract the 100%). If I need more information (e.g. 1440p or 4K breakdown), then I look at one of their reviews.

After I have that, I check a few versus YouTube videos (e.g. 2070 v 4070) to make sure it is in the right ballpark.

For CPU, I use PassMark (like this), the single thread rating is mostly relevant for games, whereas the general rating is more for productivity. I know Cinebench is more popular. I then check the numbers with something like blender (most reviewers use blender).
 
3D Mark results gives you a number for your CPU and GPU and an overall score which you can change the CPU and GPU to see the difference.

Bear in mind though the top scores are usually heavily overclocked and probably aren’t stable. People do suicide runs where they push their CPU and GPU to the max just to get through the benchmark and get a result.

The average score result is more useful, you should look at that to get a rough idea what is normal.

The best way to test the performance difference is using games that you specifically play or apps like Blender that give you points results for performance that can indicate an improvement but it’s not an exact science as there are a few factors that might result in performance differences.

Userbenchmark has been proven to be largely a joke.

I’d use SuperPi, any FPS game like Counter Strike, Blender and 3D mark to give an indication.

Puget systems are also a good source for real world performance differences

Techpowerup does good gpu benchmark comparisons and shows the 4070 to be on average 113% faster than a 2060, CPUs used are always the top end chips so these figures would be best case scenarios.

CPUs though would make less of a difference especially for lower midrange cards like a 4070 which is only half the speed of something like a 4090.
