Been working in bedroom upstairs.

In one spot the central heating pipe appears very green and corroded around a tee piece. The rest of the piping is ok, standard copper colour.

No sign of it being wet. But is this a sign that this piece needs replacing?

No, it's a sign that the flux in the solder is corroding the pipe. Clean it off with a solvent, IPA or acetone to stop the acids in the flux from affecting the copper.

Has it not already happened? Probably been like that for 10 years or more.

I can clean it off of course but should I get that piece replaced as a precaution before I put the new flooring down?

No it's only very minor. Just clean it off. If you have a little grease even vaseline to rub into it after cleaning will further reduce a recurrence.
