Purchasing a house located in a very low risk area but surrounded by Flood Zone 2/3

I'd say walk away.
Your always going to have problems or the possibility of problems down the line (insurance/unmortgable etc)

When it comes time to sell eventually you may find your house is worth nothing and no one is willing to touch it.

Also if there is a flood doesn't it like cut you off from everything?

yes I think the cut-off is more likely to be the risk - above the surrounding flood plane we have a separate pumped sewerage system for the 20 odd house at
~22m above the surrounding area (some of surrounding areas even below zero)

do wonder if the topo/height map used in OPs insurance quote is not fully up to date, & accurately modelling the raised site his building occupies.

There's no pumping stations etc. The fields are active flood plains, and speaking to a local that has lived there for 50 years, the fields do get warmer logged but the main road and site has never flooded. However, the risk remains re insurance/mortgage/future value.

I'm not sure on the insurance modelling.
 
another thought - On an island above flood plane , we are also most susceptible to low water pressure/head events ...
so worthwhile checking that upstairs shower performance is acceptable, or, anticipating domestic pumped&tank solution

While true... that also may be because they're one of the few that will actually quote at all in this case.

The fact you have concerns and are asking these questions should be alarm bells in itself - future prospective buyers are going to be in the same position, asking the same questions and potentially being put off as well.
 
If it's the new build brick one with white garage doors and upper facade, then I'd just find something better. That Kitchen/dining is tragic for the price.

That bungalow new thing is also hilariously priced.

I think you have probably been unduly cautious about flooding - for upcoming personal move, looked at some of the villages near me last night,
fens have quite a few island above flood planes like chatteris, but like me, 20m odd above flood plain, and 1/2km distant. ~£100 insurance

high insurance must be for other reasons - like it's a custom house ... unusual structure, wooden frame ? (e: underfloor heating, solar ?/?)
