CPU bottleneck ? or something else? 3900 / 8700k / RTX 3080 10gb

I have a Ryzen 3900 (non x) the 90w limited CPU paired with an RTX 3080. In some games, i think the CPU is holding my GPU back when looking at the GPU utilisation. The reason i think this is, in most games, the GPU is never pegged at 99% it's between 75% - 95%

My conclusion so far is that in games, the ryzen doesnt have the IPC & Frequency (4.1Ghz) to feed the GPU.

I have a 8700k and a 1080 ti. I'm considering putting the RTX 3080 into the 8700k system and seeing what happens.... before i do, do you think i would see an improvement ? Something aint right! any help appreciated. Is there something im missing here... i feel stupid.

In v rising i have everything maxed out, so the CPU is definitley the bottleneck and im not missing something ? I did consider the 5700x3d it seems a crackin' CPU for the money.
 
That's pretty decent fps, is that maxed out, no frame gen no scaling? (Oblivion) I'm getting 75fps with 9070xt.
custom setting betweeen medium/high s/w RT. no DLSS, it doesnt 'appear' to give me any more fps if i use it just lowers the wattage and gpu utilisation... i forced transformer model too and didnt change much....

Yeah, the CPU probably is limiting 3080 to some degree. Nvidia cards don’t scale particularly well with cores count and the Nvidia driver/middleware seems to palm off additional work to the CPU.
