Best GPU for £650?

As title. Brother has an old 3060 and is looking for an upgrade. Current PSU is over 1000W and he intends to game at 4K. General use is gaming and Photoshop. Can probably push a shade over to £700 but not much higher though. Brand agnostic so just want the best for the money. Thanks! :)

I'd spring the extra for the 5070ti, especially at 4K. DLSS has much wider support than FSR4 and is superior in IQ, it's also a generally faster card with better RT/PT support.

It does depend on an extent on what he plays, that said if he's doing work related tasks Nvidia is generally superior there too.
 
^32GB DDR4 and 11900k... Is power use considerable between those two options above?

It's a pretty loaded question that. I'd just say go for whatever GPU you are happy with. If your bro likes the 3060 then stick with Nvidia. But if your bro fancies a change then try the 9070. Might mean more work as it could mean a fresh OS install if a ddu doesn't fully clear old drivers up.

FSR 4 for AMD is new, so less titles but I think they're up to like 70ish games now. IQ is great. RT performance has caught up as well. And they look to have some cool stuff coming. I'd be aware of a problem with multiple hdmi monitors at high Res and high refresh rates - is an issue for 9070 cards. There's a thread on that. And other thing is the poor Nvidia drivers of late. AMD software is much better imo. But at end of day, can't go wrong with either card. I'd say 9070 but that's because my last 3 cards have been AMD and I haven't had a problem with them. :)

Perhaps see what games he likes to play and see if there are any benchmarks. As some may favour one card specifically.
 
The range of pricing on a 5070Ti is insane. That Palit is a good price but if you want anything white / fancier I can’t believe they go up to a grand. Another £350 for a different cooler?! Madness

Wait until you see the differences between the cheapest and most expensive 5080's:

£500-600 and for what? You don't gain a mega difference in performance, anything you do gain will be fairly minor unless you're an absolute overclocking nut and win the silicon lottery.

Even then you'd probably be better served by slapping a water block on something cheaper.

A lot of the GPU cooling solutions out there are massively overbuilt tbh, as an example there's twin fan 4070 and 5070's that run just as well and quietly as triple fan models which cost substantially more.
