Seemed like announcement of safety car ending came very late on straight approaching Stowe, leaving Piastri at front in a pickle for the restart, hence his braking.

Because if he pits with a penalty, you have to serve it. The difference between that and a stop-go is that you can't work on the car in the stop-go i.e. Oscar pits, waits 10sec, they change his tyres, done.

The time penalty is served at the next pit stop or if they don't stop again it's added to their race time. Can't work on the car at all after a stop go penalty
