Apparently it's not a universal requirement, though it might be valid in some states. With the amount of research that Connelly puts into his books I can't see him making such a basic mistake. I suspect it was all part of the process of making Ballard less of a loner that she is in the books.
 
Overall i quite enjoyed the series, it was not to the same level as Bosch but it was still enjoyable. Hopefully a new season will be made.
