Ryzen AM4 not downclocking much when idle

Software applications only show the last clock speed before the CPU cores go into sleep, the CPU sleep states are handled in hardware and are not visible to software applications (in terms of clockspeed).As above really - my first AMD CPU for a very long time, why doesn't it clock lower than this when mostly idle?
Is there a BIOS setting i need to enable or something?
If I remember correctly this is what an AMD representative said years ago when asked the same question, it is nothing to worry about and don't worry your CPU is downclocking much more than the software programs would indicate.
If you look at the C6 power state percentage for the package and cores in HWInfo you'll see that the CPU is in the C6 sleep state a lot of the time at idle.

I had similar issues recently with Task Manager not showing my 5900x clocking below 4GHz. I recently updated to the latest BIOS version for my MSI X570 when the issue first appeared. It seems to be downclocking normally in Ryzen Master, though.
If you select Power Saving powerplan in windows, what are core clocks then?
If I recall, clocks then will stay locked to lowest idle setting, but power use doesn't actually drop too much, like 3-5W compared to "high" idle clocks you are showing

Yeah, the difference is normal in that respect.
I was just comparing it to my intel system which downclocks to 800mhz - I understand they work differently so I must be missing somehting...
Well yeah, they are completely different chips.
It’s three other metrics that determine the CPU state not just frequency. Power, temperature and load. The chip will juggle the frequency according to those and maintain the chip ready to burst into action. Less than max boost frequency, max power and sub 90c it’s operating normally.
Intel spreads the workload over 16 threads running 900mhz. AMD has 4 threads 4000mhz.
It's how the AMD CPUs reports the minimum speed. As far as I can tell Intel tells the system what the CPU is idling at, while AMD it reports what the last speed that core was at before sleeping it off.
To compare, those minimum speeds are around the same as my 5800X3D, so it's behaving normally.
