Since your AIO is known to have a possible fault, if I was to make a bet, I'd bet the AIO is your problem.

A peerless assassin is a relatively cheap way to test it, certainly easier than a new CPU or RAM, so that's what I'd look at.

I don't know if there are visual ways to tell the specific fault mentioned in Lian Li's link, but you can often diagnose a broken AIO.
 
I had some bad issues on BF 6 beta but with good hardware. Turns out my ram wasnt running at the correct speed in bios so would check that out! XMP/DOCP

I've brought a new cpu cooler and the stuttering is still happening. I even took in my CPU to SCAN UK for them to test and they've said nothing is wrong with it and the temps are appearing as normal. It's now leasing to me thinking it's a motherboard issue or possibly my RAM not being fully stable at 6000MHz
