Need to set up Whatsapp for my mum, so will need a sim card. She only uses Whatsapp at home on wifi so no need to any roaming or data or anything really.

Ideally, PAYG and doesn't disconnect you if you forget to top up, or don't need to top up at all.

Does such a thing exists?

Or do I just get her a Lebara monthly contract for like £4.40 a month (first 7 months £1.50)?

Monthly would be the least hassle, I don't know of a PAYG that doesn't disconnect you.

I have a second SIM from Lebara on PAYG for when I don't want to hand over my primary number they send a helpful reminder to make a phone call or send a text to keep it active at least.
 
As O2 is pants for me in the UK but great when I'm in States like now, I've got a 2nd SIM in my phone for when I'm in UK which is Lebara £1.10 for 7 months, at which time I'll cancel and get whatever is the best deal.

P.S. The £/$ rate is only 1.35, so where is the 1.50 you were predicting? :P

This is the way i am leaning, just sign it up in my name and give her the sim card, for like £20 for the first year then £50 thereafter.
