But probably not a constant below -15C - generally in cold parts of Canada daytime highs in the winter are around -4C to -6C despite getting much lower overnight.

Why are you making stuff up. Cold markets are kind of easier to manage that the hotter ones.
Yeah I don’t know the temps it was damn cold when we went a few years ago. Far colder than we have it here anyway.

This is where I disagree with your view for precisely the reason you set out.
People will decide what’s best specifically and only for them and will not factor in the impact of their actions on other people, that’s ultimately human nature.
Air pollution is real, it impacts people and causes premature deaths in people as young as 12.
This is why things like smoking is prohibited inside.

The part of reasons governments exist is to make decisions for the collective benefit because people can’t make those decisions themselves.
Don’t get me wrong, I’m not suggesting we should ban ICE cars tomorrow but the government could go a lot further with its ‘stick’ to move things along as well. To date there has been very little to discourage the purchase of new ICE cars from the demand side.
Their focus is all on the supply side which is not going to move the market on its own.
The point is that you were quite happily driving an ICE vehicle until an EV was an option that met your requirements.
Yet the point you disagreed with was...
Exactly the same as you did, otherwise you'd have done the planet a favour and jumped into the first EV that was available.
Anyway, sorry to labour the point. It is just such a common tale and we have a couple of EV converts at work who scoff and scowl at evil polluting ICE drivers... yet were happily driving ICE cars nearly two decades after the first EVs became available. The irony being is that they are preaching to the converted, many of my colleagues are going to go either EV or PHEV for their next cars, it just doesn't fit for whatever reason (often financial) at this point in time.

Im not sure what you can do to decrease demand of ICE (and force people to BEV - whilst also not forcing people) without penalising existing ICE drivers. UK car parc is 8.9 years old average. For people who buy 500-5000 cars its going to take a long time before they go EV and 'save the planet' by not 'smoking indoors' Which seems to be a local air quality issue (save human lungs) rather than CO2 reduction driven ('save the planet')
BIK, grants, company schemes are incentivising EV new purchases.
Im confused with what point you are making. As said why didnt you have an EV or hybrid in 2001 as a brand new car? Lets be honest most people go EV for the running costs.

That’s a rather bold assumption given you don’t know my car history. If it makes you feel better, I can confirm the first new car I bought was an EV.
When I bought the car I had before that, there wasn’t market for used EVs and back in 2011 when that car was built, the IMEV had only just launched.
Things have moved on somewhat in the last 15 years.
The obvious and probably most effective leaver which could be pulled is more initial/annual VED on new ICE cars. That would have no impact on existing owners.
They seemed to manage lower rates fine for EVs so why not now start introducing higher rates for new ICE cars, particularly the most polluting ones.

As I've bought a used EV, the massive initial depreciation was footed by the original owner, and for me now, the trajectory now follows an ICE car

Only on the initial purchase but that’s hidden in the purchase price. Most people don’t have a clue they even pay VED on the initial purchase.
By far the biggest behavioural leaver is the annual charge.
Im sure we have all had conversations with people who claimed to have saved money because they sold their existing car bought a brand new car which was ‘only’ £30 road tax.

I joined the EV crowed just over a week ago now, picked up a 22 plate 38kwh Hyundai Ioniq for what i thought was a decent price.
My old Toyota Avensis was 15 years old and at 137000 miles only just scraped through its MOT with a couple of bodges so it was time for something newer.

Just had a call from Tesla that my ordered specification likely wont reach the UK any time soon. So they gave me a few options to pick from and have no changed from Stealth Grey to Quicksilver. At least it should be a bit different as don't see many Quicksilvers on the road but I really wanted that stealth grey 
Its still a pretty significant change to discourage new ICE cars without hurting those who already have one (greener to keep a car than replace with a BEV).
What else do you suggest? Cars emitting 76g/km CO2 and above doubled
I’d suggest setting out a clear roadmap for ramping up taxation on new ICE cars out until the point they are withdrawn from sale.
As a starting point I would go back to basing the annual VED on emissions starting at the current rate of VED for EVs and scaling from there.
Maintain the ‘luxury’ supplement for ICE cars at its current level and add a new ‘super luxury’ band for ICE cars costing over £80-100k.
Increase the ‘luxury’ band for EVs to £60k.
I would then also set out a plan to shift EVs into a VED system based on their energy efficiency. VED will need to go up to replace fuel duty over time and such a system will effectively reward people who buy smaller and more efficient cars.
In the long run it’s not really tenable that a 8 year old Renault 5 pays the same tax as a Range Rover either.
