I've you've got the time, 1 is cool, but I just loved Borderlands 2 and the DLCs.I started with 2. Then played 1 and went back to 2 for a couple more runs
You won't miss too much story..Theres a few references but it's not important IMO.
I would suggest 2.

We were talking about The Surge 1 and 2 but I brought it onto Borderlands
I played Borderlands 1 first, loved the whole upgrade path for guns/character combined with FPS dynamic, not come across that in any other game. When I started playing 2 I thought it was virtually the same game. There's a bit more emphasis on story, which isn't great and there are more annoying enemies. I'm still playing it and enjoying it
A big problem for me on Borderlands 2 is navigating, I keep getting lost for hours looking for where I'm supposed to go

I was about to say that £23.49 was too cheap to hit the 24.99 limit but then realised that was the price after the discount

Have been tempted to get Outlaws but I have such a massive backlog and feel like it will hit gamepass/Ubisoft service soon.
