Super budget £600 build?

Christ on a bike. I've built a fair few systems over the years and I've never, ever, had issues like this. I just hope it isn't PSU related with me only using a cheap PSU (MSI A650BN).
Not with the PSU. I think you're overthinking things. You just lost the silicon lottery with the CPU. No more, no less.

As I have already said, technically the CPU performs within spec. It just cannot run overclocked RAM because the memory controller is a lemon.

Safe to say that my nephew won't be getting this system and I'll now encourage him to pay extra and get a pre-tested pre-built. It's just so much easier
I'm not quite sure why this would be the case?
The system is already built, you just want the CPU to run faster than stock settings. Just return the CPU and get a new one.
(Not RMA as the CPU is actually working as advertised)

I'd go with the RAM everyday of the week, I have a kit of Corsair 5600MHz next to me won't even boot in a Ryzen board, runs at 6200+ on an Intel system (this is older DDR5) same config system pop in Corsair 6400MHz RAM (newer kit) and the Ryzen boots and runs it fine.

Weak IMC is a very slim possibility but I would test the RAM first, there are so many crap kits around.

You'd be surprised lol. Sometimes just changing something minor can get everything to work perfectly, even if all the parts are actually working correctly in isolation. Just one annoying PC things we put up with as PC people

Well before I spend anything more, I'll wait for this other RAM kit to arrive, hopefully tomorrow if this useless retailer doesn't delay again. That will at least totally confirm wether it's the CPU or not (which at this point, as said already, it surely is)

Looking at the "glass half-full", you should buy a lottery ticket as well :D

Some good news, at last, hopefully

The new RAM kit arrived, still Corsair Vengeance but CL30 this time instead of CL36. Turned EXPO straight on, booted into windows, no issues. I then ran memtest86+ twice and not a single error

Seems it was the RAM after all

Excellent news mate! :)
Hope you haven't been put off building computers
How odd both sticks of the original ram had issues. I cant say I've ever seen that before!

Yup, 1 stick seemed to have a lot more errors than the other. Odd! Oh well, thanks for all the help. Hopefully I won't need to check back in and say I'm having more issues :D

Nephew getting a nice PC after all

I'm still not sure if he'll be getting *this* one. Need a couple more days to test, the Birthday is still a couple weeks away

It's been so much of a ride I don't even know who's getting the PC or what the spec is any more :D

Tell me about it... What a nightmare!

But just for reference, the spec is

9600x
Corsair Vengeance 32GB DDR5 CL30 6000Mhz
MSI b850m Gaming Plus Wifi
MSI MAG A650BN PSU
WD Black SN850x 2TB
Montech AIR 100 ARGB, Micro-ATX

Very solid build in the end, a good chunk of room for upgrades too.

I'm sure that's code for I'm going back to pc gaming and I'll make an excuse to the nephew for him to bugger off...

Sorry kiddo, the dog ate your hardware, he's seriously ill now so I need to spend the money on vets bills.

Two months later he finds the dog fleeing and barking down the street with an HDMI lead hanging out of its backside.

Edit: ...This was funnier in my head at the time of typing, blame being knackered from the gym.
