I had this issue and absolutely no-one helped haha. Mine was related to the 144hz refresh rate and being 4k. At anything above 60hz the VRAM will jump to some value, I can't remember off the top of my head, which uses around 40w.
I fixed this by setting up VRR in windows, dynamic refresh rate in windows display options, so it could dip to 60 when not gaming. This allowed the GPU to drop to around 16w.
Are any of your monitor refresh rates above 60hz. If so, humour me and set them to 60hz and see if that helps. Then if fixing them at 60 helps, turn on dynamic refresh for windows of available. Make sure you have the correct drivers for your monitors installed.
