thinking of going for the 9600x as is less than half the cost of the x3d chip and using the left overs to put towards a GPU.

I strictly game on my oled tv connected to pc at 4k and happy with anything between 60-120fps with VRR on.

From what I’ve read online I will see no benefits of going the x3d route at 4k? But then read somewhere else the x3d will be better for minimum fps making it a overall smoother experience even at 4k?

Would mean could go for 5070ti instead of a 9070 / xt

Both would be an absolute powerhouse, Personally id still go for the 9800X3D if funds allow, Watching actual gaming benchmarks between the two on YouTube at 4K settings is entirely dependant on the game, they seems to be around the same fps in some games but in only a few games he tested such as Dota2,PubG,War Thunder etc there's a huge difference in fps between the two like 100-150+ fps gains for the X3D using a 4090 though.

It's worth waiting a bit longer to be able to afford the GPU by giving yourself a great base CPU to start with - you'll only benefit from it now and for the lifespan of owning the X3D, plus you wont need to upgrade it again ;)
Definitely get this first and save a bit longer for the GPU, you'll kick yourself otherwise IMHO, as getting it quicker, never outweighs having something better, IMHO anyway :)

At that res the GPU is the main powerhouse. I'd go for the 9600x (which is still no slouch mind you) and get the best GPU you can afford.

You can then always upgrade to a 10800x3D down the line if you need.

I'd get the 9600X and the better GPU. At 4K you will be GPU limited 99% of the time and a 5070TI is a big enough jump on a 9070 although the XT is pretty even with the 5070TI just without as good features. You can always upgrade to 9600X later when funds allow.
