What do you mean by turn on? Does it respond to the power button in no way at all, i.e. completely dead, or do the fans come on?

What is the history of the PC, did it work before, did they change/do anything to it? Any history of (even apparently unrelated) problems that you know of?

This PC is probably some ~10 years old, so unfortunately it could be anything.

your power button pins are wired wrongly!
edit: oops sorry that's the power LED that are wired wrong, not for the power button...so it still wouldn't explain why the pc isn't booting

We need a bit more info as mentioned above as to what does/doesn't happen.

Unplug everything from that header panel, THEN try to short the power pins.

Hey guys thanks so much for the replies.

By turn on i mean no power at all to it.

How do i short the pins please?

This pc is really old and i have told them to buy a new one but they only need it for homework.

Is the power supply switched in the on position?

Then try shorting, If that doesn't work then check all of the cables are plugged in securely, mainly check the large wide 24pin connector and the 4 pin near the cpu socket, this check should include the lead that goes to the power supply. page 15 of the manual shows you the first 2 I mentioned.

If you get no signs of life, not a flash of an LED or tiny spin of a fan then you'll need to start properly trouble shooting which include swapping components but I'm guessing you maybe aren't ok with that?
