I saw a reddit thread about it, different people were having different results, some stating if you log in, the VAT charge vanishes. Thread was a couple of months old though so things may now have changed for everyone.

Edit: Yea I just tried it logged in and in a private window, it adds 20% in the private window, but not if I'm logged in.

Yup, I can confirm this, if you buy as a Guest account, it adds the 20%, if you buy with your actual cdkeys/loaded account, it does not add the 20%, even if you have it set to UK.

Edit: I wasn't going to buy any more games until I built a new PC so I could actually play them rather than just collect them but now I have it will probably be free on epic at xmas - lol

I did that with Tiny Tinas Wonderland. Bought it, two weeks later - free on epic. FML. Even worse is I played a bit and it didn't grab me.
