Every ref and each different var ref has their own rule book, all are blank and they just make it up as they go along.

That's the thing. VAR has made calls like that less consistent, not more. Now you not only have refs with their own interpretations, but you also have VAR officials with their own interpretation both of the rules and of whether something is a clear error. It's a total mess.
