SSD running at 100% active time chronically, fix?

I have the WD Green SN3000 2TB M.2 PCIe 4.0 NVMe SSD, is perhaps a slow or poor quality SSD causing this issue?

On games like TLOU Part II I get stutters every few seconds for a second and its super annoying, is it because of 100% active time? Usage stays around 50-60% under load but still.

That number in the screenshot is simply the top of the scale, it is not saying it is currently 100% active.
If you are not doing anything on your PC, does it settle down eventually?
Is it over 75/80% full? If yes, then its likely used all cache space and is having to flush that etc. but for reads (playing games) it should be fine especially once it settles.

For stutters, get msi afterburner, enable the overlay and frame rate, frame time, cpu and gpu usage overlays and look for drops/spikes in utilisation
 
That is simply the legend for the graph you are viewing on Task Manager / Performance.

Just means if disk activity graph hits the top of the box, it's running at 100%.

Look at the other performance metrics, this changes depending on the performance metrics you are viewing.

CPU shows 100% in same place, but Memory metrics will instead show the max amount of RAM available to Windows instead of showing a % metric.
