For me I'm making the similar jump from 3800X and I'm waiting for the revision (XT). Shall be a decent uplift though for sure

5800X gets my vote as you will need a new psu to power your 3080, the £170 saved gets you into some nice units Seasonic Focus PX-850 850W 80+ Platinum Modular Power Supply | OcUK (overclockers.co.uk)

5900x if you'll do anything that uses the cores.
5800x run hot you need good cooling, but it's cheaper, and from what I've seen over the past nearly year, you tend to get a better set of 8 cores, where as you tend to get a couple of dodgy ones on a 5900x, 5800x are better at overclockling therefore. But it's the luck of the draw.
Its all very marginal though anyway, your talking an FPS or two maybe in a game either way.

Totally forgot about PSU - what whattage do I need to future proof - with a RTX3080 / 5800X as a starting point?
Is it a reference Nvidia card?
I've been running a 3080 + 5800X with a 750w psu for 9 months now and not had any issues and 750w is what Nvidia recommends for a 3080 although I've seen plenty of people run on 650w without issues also and would probably do the job if your not overclocking.
Go with a 850W Gold or Platinum PSU and that will be plenty!
One thing to note, the 650W won't be able to power something like an Aorus Xtreme RTX 3080, which needs 3 8 pins - You might burn it out with the amount that GPU pulls...
You'll be fine with a stockish Ventus 3080 and a 650W Gold PSU but I wouldn't risk it!

Unless you are really struggling with CPU performance,I would stick with what you have.
Next year the Zen3 3D V-Cache models are being released,which will be the best CPUs for AM4. Also,after that Zen4,etc will be out too.
RTX 3080 needs around 30amps from the PSU and the rest of the system around 15amps for a middle of the road configuration with scope to upgrade. Couple NVME, HDD, fans etc.
So about 540watt from the 12 volt rail would cover you for a 5950X and RTX 3080. The RTX 3090 on the other hand is 46 amps.
Platinum PSU’s are nice, but I wouldn’t pay a great deal over the price of Bronze unless the system is used under heavy load around the clock. I’d also avoid over sizing the PSU too much as the efficiency can really suffer at lower loads.

The best efficiency is at 50% of the maximum load, if you have a 1000W PSU, then your optimal consumption is 500 watts.
Ryzen 9 5900X is much more future proof.
It has 50% more cores, and you can load those cores with different apps, before a peak 100% CPU utilisation.
Lots to think about then, I think I will wait for the 3D V-cache processors.

I mulled over 5800X vs 5900X and eventually chose the latter because the price difference wasn't that much and "just in case". I think my 5900X temps are higher than a 5800X would have had so in some respects I regret my decision. I have neglected doing some video editing for years so maybe I'll get back into that in order to justify my 12 cores, although I have no idea if my editing SW will use all of them!
pretty sure the 5800X heats up more something to do it's using single CCX where as the 5900X actually does better because it has 2 CCX's under that IHS which spreads heat
