Yeah, get a PC. That way you can get into computer science with cheat engine / DL games / steam discounts. You don't need to spend that much either to meet current console performance.

You won't get much new for that. But you should be able to easily pick up a 60fps CS:GO capable rig used, that will give you a starting point for future upgrades (it will benefit from more ram and a GPU / CPU upgrade down the line).
