RAM is so much more efficient than 90% of hardware. The gains from purchasing faster memory is seldom as dramatic as the price increases. Games don't really challenge a decent quantity of RAM, though you do suffer immensely if you don't have enough. 16GB is enough.

I've always avoided mixing RAM types, sizes and timings. Bad, funky things can happen if it clashes. Primary consideration here: No game in the world uses 16gb of RAM. You won't gain anything much from adding in the old stuff unless you're doing some heavy, non-gaming processing.

Yes, HDMI has a bandwidth limitation. Only DisplayPort is capable of 4k60, as a general rule of thumb. It's the cable that's your limiting factor here, from a hardware perspective.
