1.0.0.3ABBA was the fix for max boost. https://community.amd.com/community/gaming/blog/2019/09/10/ryzen-community-update-bios-updates-for-boost-and-idle-plus-a-new-sdk
The new AGESA is a regression in max boost, yet performance has been improved.
Just to clarify, I don't download from there. I just use it as a guide for when a new BIOS is going to be released. I only download from the official site. ;)
I have this thread bookmarked as they release regular beta BIOS versions there. https://www.overclock.net/forum/11-amd-motherboards/1728360-gigabyte-x570-aorus-owners-thread.html#post28023210
All Gigabyte ABBA BIOS versions are currently listed as beta. I think they should label them as such on...
I have the ABBA BIOS installed on my X570 Aorus Master. My 3900X has a slightly better boost, much improved idle behaviour and lower voltages under full load.
Edit: RAM timings seem to be borked though. I have mine set as XMP, which is meant to be CL17, but HWInfo is reporting it running at...
My 3900X boosted to its advertised speed out of the box. Since I updated the BIOS and therefore AGESA, it's ~200MHz short. PBO makes no difference either. In my experience, it's most definitely AGESA related.
I found that one here. https://docs.microsoft.com/en-us/windows-hardware/drivers/debugger/bug-check-0x3b--system-service-exception
Your original error appears to be page table related (41790).

CPU-Z testing is very inconsistent. I enabled PBO in Ryzen Master and got no increase in score. I set it back to default and got 7971 multithread and 522.2 single thread.¯\_(ツ)_/¯
I have verified the information. Windows reports 4.25GHz all cores, but Ryzen Master is reporting parked cores and speeds as low as 200MHz. This is on a 3900X with stock BIOS F3 settings on an X570 Aorus Master.
