This used to be a Nvidia driver bug that I have not seen for a while but it seems to have reared its ugly...
511.23 driver seems to have the memory frequency bug back when running high refresh rates.
Have not seen this for about a year but since installing these drivers my 3080 even on desktop idles memory at 9500mhz. only way to get it to idle down is to lower the refresh rate to 60hz
