    Yea, I've got a torch powered from an 18650 & one from a 21700. 18650 is thinner & fits in a pocket a little easier, but I pretty much always use the 21700 torch, as it lasts much longer & is much brighter. And actually the increased diameter I find is more comfortable to hold.

    I assume you mean UPS (as APC is a large manufactuer of these)? If so, I guess it's possible, if the UPS removes some noise from the input, it might help reduce whine (depending on the route cause of it)
