Later on in that thread this post shows up some pertinant information: Direct3D feature levels discussion As you can see, the 290 has no ROV support, which contradicts that troll chart.
(11.3 is DX12 features exposed via DX11)
I fear this thread will not end well.

That chart is nonsense. IIRC it originated from some random who had nothing to back up any of his claims. Said claims which have since been rubbished.
Dont know, I really dont know anything about what DX12 is doing or calling for at the moment. Your guess is as good as mine.
