4790k Idle Temps

On your first BIOS picture, CPU core voltage control, second option CPU Vcore, on the drop down arrow next to 1.185V, change that to Auto.
Make sure you save and exit for it to take effect.

I also have the same BIOS on a different motherboard, and on C states - the only options are Auto/Enabled/Disabled. So leaving them at Auto (as they are now) should be fine.

Also - in the BIOS on the top right you should have temperatures cycling around including CPU temperature. Is it the same in the BIOS as it is in windows?
 
The temp in bios is around 33c in windows its goes around 40c - 50c. I've tried all different power settings and this made no difference really.

When the V-core is on auto it runs at 1.2(something) all the time which make the idle temps even higher for me
 
Mine's about 31-32 in BIOS but drops to 25-ish in Windows with the C state ramp downs.
So i'm wondering if it's something in windows doing it.

Have you tried checking in safe mode just for a sanity check it's not something loading and causing problems?

What are your C Sates (are these in BIOS) what should each be set at? Auto, enabled or disabled?
 
Mine are all 'Auto' just like yours are - tbh i really couldn't see much wrong/different in those screen shot pictures other than the voltage being set at 1.815.
 
RESULTS AND SOLUTION

Windows Idle temp used to be 50c - 65c now 20c - 30c

Load temps before and after are from 50c - 70c dependent on load

Frequency now moves dynamically with V-core Voltage
Windows Power Options - Change Plan Settings - Restore Default Settings for this plan (Do this for all plans if you want)

Select either BALANCED or POWER SAVE plan

Reboot straight after

No check temps after reboot.
(I also uninstalled Intel Extreme Utility Tuning while doing all troubleshooting)
