Identifying metal box in garden.

Anyone got a clue what this octagonal metal box is in our garden? it has 2 handles to lift it but appears to be bolted to something on at least one side. My first thought was some old BT / GPO hardware but had no luck looking it up on google.

By any remote chance does it smell really really bad in that area? My nan had some metal box bolted into the ground in her front garden something about a sewer pressure valve.

it's a green shield bug, there is a thread on GD about them (yours is bigger though).
