file association

W10 installed on laptop but having problem with any logged on profile. Example of this problem when opening a JPG file it shows the thumbnail for the image in explorer but wont open, it doesnt even ask what app to open with to offer the defaults such as MS Paint, Paint 3D etc. The only message...
