W10 file association issues

W10 installed on laptop but having problem with any logged on profile. Example of this problem when opening a JPG file it shows the thumbnail for the image in explorer but wont open, it doesnt even ask what app to open with to offer the defaults such as MS Paint, Paint 3D etc. The only message it gives is: 'You'll need a new app to open this ms-paint' OK

I know how to manually set file association but this is for another user and I don't want to have to keep manually telling Windows what to open known file types with when it should be prompting to select an appropriate program that is installed

I've checked Default App Settings and reset the settings, anybody seen this before and been able to fix it?
 
I use Irfanview for picture viewing since I find it far faster than the stupid thing built in to Windows, so you could try installing it and set the associations for images only (part of the options during install) and see if that helps.
