    Import duty / VAT liability when goods are not delivered

    Who pays import duty or VAT or both on goods that are imported to the UK - they clear customs - but are not received by you? Say some scrote of a courier steals them or the delivery van goes up in flames. This is a purely hypothetical scenario!
