i would think its problems with the game/servers. have you updated the game?

Gotta be something obvious, got all your PCI-E lanes running 3.0@x16/16/8 or whatever your board will support?
All 6 plugs for the gpus connected? Updated NVIDIA drivers?
 
So you got it all sorted / bled and working then? Did you do a clean windows / driver install with all your new hardware? Have you tried any other games?
 
So you have enabled SLi in the control panel yes? What are you using to monitor FPS?
 
So you have SLi enabled and the latest drivers. I use precision X to monitor / OC my cards but on some certain games that can affect FPS.
 
Malware? BitCoin miner on your PC? Happened to me once, and I was lucky to get 6FPS in BF3. Check the usage in a 2D environment like just on Windows desktop - the GPU should scale right down. If it stays on 3D performance mode, you have something eating up all your GPU power.
 
Just reformated with 8.1 only thing installed is anti virus, steam games and drivers for nvidia and hd audio.

Disabled sli and am still getting same speed, as if it was only running on one card.
Again what idealy should I use to check gpu usage pls?

Precision X would give you that info in most games in its OSD. you can get it from GURU3D. Shows usage / memory / fps / temps etc
 
If im reading this correct, 3x titan blacks in sli with a 4960k. That is gonna be massive cpu bottleneck straight of the bat. Wouldnt even matter if the cpu was clocked to 4.6/7ghz. Thats i7 4790k territory at least, preferably x79/99 with 3x modern gpu's.

The give away should have been 64gb of RAM..

This is no near bottleneck this is either a game issue or some settings aren't right..

I suggest you play a game you know works well and monitor your GPU/CPU usage, then do the sane for these games.

Like suggested, also check your logs for virus and such.
