100mbit line for uploading

If you can find a local data centre it would be worth having a chat with them. As Daz stated you won't need anything particularly special to host a few DVD's.
 
Some colo providers sell 8-12U mini racks, basically a 42U rack split into 3 or 4 individual compartments. This means you have 100% security of your own space. That will be fine for a 1U server and a horizontal rack mount screen.
Also, nowadays you can get colo in most major cities around the country. In the next few weeks I will be visiting some in Birmingham, Leeds, Manchester, Glasgow and Edinburgh to name just a few.
 
We have a LES100 at work :p 100MB Full Duplex to the intarwebs 4tw!

As already stated you simply need to call up a few ISPs and get quotes for various services, SDSL, Leased Lines etc..
